Job Overview:

Under general supervision and administrative direction, use of independent judgement to coordinate Emergency Management (EM) programs for the Tucson Airport Authority; develop, implement and manage emergency management and preparedness activities for Tucson International Airport (TUS)  and Ryan Airfield (RYN); ensure EM programs are followed by all TAA team members. 

 

Essential Functions: 

The following functions and all other functions not included in this job description are to be performed in the best interests and for the greater good of TAA.


  • Develop, maintain, review and reconcile airport contingency plans, including the Airport Emergency Plan, Continuity of Operations Plan, Communicable Disease Plan, Airline Irregular Operations Plan (IROPS), Post Disaster Family Assistance Plan, terminal Evacuation Plan, Shelter-In-Place Plan and other plans; ensure emergency management and preparedness plans and programs meet industry best practices and TAA needs.   
  • Use the Incident Command System (ICS)/National Incident Management System (NIMS) protocols and procedures; coordinate, facilitate and/or participate in after-action emergency de-briefing sessions with appropriate stakeholders.  
  • When assigned as the designated EOC Manager, manage the EOC during emergency events; coordinate communications between Incident Command, the Executive Team, the EOC, and the Emergency Response Team. 
  • Review emergency preparedness plans and activities with airline and concession managers, Customs and Border Protection, Arizona Air National Guard, Federal Bureau of Investigation, Federal Aviation Administration, the Transportation Security Administration, and other stakeholders and agencies to ensure a coordinated response to incidents and emergencies.
  • Follows the requirements of the National Incident Management System (NIMS) and determines local, state and federal resources necessary to effectively manage these emergencies. Responsible for the tactical supervision of employees from other airport divisions during emergency and non-routine events.

 

Your Qualifications:

  • Associate Degree in business, management or related field; Bachelor's Degree in business, management or related field is desirable.
  • 3 years of Airport Emergency Operations experience. 
  • TAA will consider any equivalent combination of experience and training that provides the necessary knowledge, skills, and abilities sufficient to demonstrate aptitude for the position.

  • Ability to establish and maintain effective and positive working relationships with department personnel, TAA personnel, stakeholders and user groups, and local, state and federal agencies.  

 

Licenses; Certificates; Special Requirements:


  • A valid Arizona driver’s license.
  • Must obtain and maintain access to the Security Identification Display Area (SIDA).
  • Certified as a Master Exercise Practitioner (preferred).
  • Associate Emergency Manager (AEM) (preferred) with the expectation to become/ obtain a Certified Emergency Manager through IAEM within 3 years of hire. 
  • Meet and maintain the ability to drive airport vehicles and obtain authorization to access the Non-Movement Area and Movement Area on the Air Operations Area (AOA).
  • Must successfully complete the National Incident Management System (NIMS) 100, 200, 300, 400, 700 and 800, course requirements and certification within the first year of assuming the position.
  • Will serve at the pleasure of the President/ CEO and is not covered by the TAA termination appeals process.
  • As an employee, you are deemed to be essential personnel as part of TAA’s emergency response, and must respond to airport incidents, as requested/required.
